## Core facts
- Organizations registered by agents remain provisional until a verified human principal claims them and accepts versioned terms.
- Agent keys are organization-bound and can read, delegate, inspect billing, or narrow themselves; they have no admin or approval-settlement scope.
- API jobs reserve published work units and settle from metered provider cost.
- Final actions pause for the human principal. The calling agent only relays a signed decision link.
